Sadly, what is likely to happen is the worst possible solution, reduced procurement numbers and drawn out development. When you draw out the development and reduce the procurement numbers, you drive the unit cost through the roof. But some of the programs being looked at are politically attractive in terms of budget pork. Instead of a clean cut like a surgery, we get a slash that festers on and on.
